With this rank it will be very difficult for your brother to get a seat in NIT, IIIT or GFTI if he is from general category. Although if he is from some other category then there can be a chance of getting a seat but still getting a good branch will be difficult. His Home state can also be factor in determining the seat alloted. Hope this helps.
As per your rank you do have chances for GFTIs but your chances are very low for getting Admission in NITs/IIIts as your rank doesn't match as per the requirement.
But definitely you can try for GFTIs which can be a better option for you.
