I have read your question and only thing I can suggest is ask your brother to participate in Round 2 of the counselling. If you look closely to Round-wise cutoffs you will notice that the range of opening and closing ranks gets wider as the counselling process progresses to subsequent rounds.
For instance, in 2020 WBJEE Counselling Round - 1, the Opening Rank for Chemical Engineering in JU was 255 while the Closing Rank was 853 (for General). This range changes in Round 3 where Opening Rank was changed to 269 and Closing Rank was 981 (for General).

Seat allotment depends on various factors such as order of preferences of the college/branch, total number of seats available under particular category, merit rank, category of the candidate, seat availability etc. Your brother might have selected Haldia Institute of Technology in highest priority followed by Jadavpur University. Since the seat allotment is based on order of preferences of the college/branch and other factors it is important that one should give highest priority to the college in which he/she in interested.
