See, mock tests are usually kept tougher that usual test paper, the reason behind this is to prepare the candidate for tougher side so that he can easily settle down himself with easy paper so If your brother is getting around 600 marks in NEET mock test then he/she can easily score around 680-690 marks in NEET exam condition is that he should stay on the track of preparation which he is following till now, and on the basis of these marks he can easily get admission to Government medical colleges whether he is in OBC category or any other category because paper is of 720 marks total and if your brother is scoring 68-690 marks, so it is very decent one.

According to these average marks there are high chances of scoring good in neet exam also we can not predict the marks but if average marks are 600 and consistency is maintained so there is chance that in neet exam also the marks are approximately same but it always depends on difficulty level of exam
And as u mentioned obc category so for that marks required for qualification is 40 percentile and for admission in government college with marks around 600 is easily possible
