So as per the information provided by you which states that your Percentile in JEE Main is 81. However it would be better if you could provide your Rank and Category Rank(if applicable) also.
However, as per previous trends with this marks it seems very difficult to get any stream in any NIT/IIITs in the country. Therefore, it is advised to you to kindly also participate in various state level counselling or Private colleges like SRM, LPU, TIET, CBS, Bennett,IEM, Amity, Adamas etc. which accept jee score for admission

at first lots of congratulations for your brother's results . Calculating by the trend of previous year's cut off I can guess your brother's score is about 50-60 .According to trends of previous years and this year's JEE MAIN cut off I am afraid to inform you that your brother's chances of getting admission government colleges NIT's and IIT's are almost negative( not only in computer science and engineering) . Your brother can try in state level counselling and private colleges .
