There is nothing to do with the your name in the central list, it will not make you OBC-NCL candidate but only a OBC candidate.
You will be counted as OBC-NCL student if your parents income is less than 8 Lakhs per annum then you will come under the non-creamy layer of OBC.
And you need to know that if your parents income is more than 8 lakhs then you will fall in OBC creamy layer and you will not get the reservation of OBC certificate.

Yeah there is income limit for obc category for benifits of obc reservation. There is two types one is creamy layer and another is none creamy layer which is basically OBC-NCL. If your parents income is below than 8lakhs/annum then only you will be able to take benefit of reservation. Otherwise creamy layer students whose parents income is more than 8 lakhs/annum they fall in general category student during counselling or admission process or in jobs.
So make sure your caste name and income limit should be as specified then only you will get the benefits.

Means your are eligible for obc at central level.
Now,
There's reservation only for ncl i. e obc ncl and ncl is completely on the basis of your family income.
Creamy layer OBC candidates are those whose parents annual income is more than 8 lakhs per annum and they are not eligible for reservation
obc ncl i. e Obc non creamy layer are those candidates whose parents annual income is less than 8 lakh per annum and they are eligible for reservation
So, though you are in Central list, you can't choose obc ncl unless your family income is less than 8 lakh per annum.
