My CBSE class 12th result is not declared. Will I be eligible to fill the IISER application form as it's already been released?

Yes, sure you can apply for IISER.
The applications are always asked to be filled up and scrutinized beforehand. If you qualify the test and your applications get selected then they will ask for the 12th mark sheet and results that too with a deadline which is few weeks after the results are released so that every student can submit the documents on time
