Yes. If you haven't locked your choices before 5pm of the last day of choixe filling and locking, the options that you have chosen but haven't locked will be automatically locked. And the seat will be allotted from this list based on merit come preference. So yes the allotment will happen subjective to the factors like availability, cut off, merit and preference.

mam will I not be able to download the soft copy of my choices ..when it's locked by system?
