My CMAT 2019 score is 211 i.e. 71. 4 percentile ...Can I get IMS of DAVV ..What is the procedure...

I presume you are looking for Full time (core MBA) which is basically the flagship of IMS-DAVV. However, in order to get admission in IMS-DAVV, you can clear either of the exams; C-MAT or CET (which is taken by IMS-DAVV itself individually for different department).
Since your percentile is much below what their cut off is, but for safe side you can take the cut off for IMS is 85+ for MBA full time (FT). Still you can apply or appear for CET for securing good score and rank to get Admission in IMS via CET score.
Through CET, it depends upon various factors from category to branch that you want to take admission in.
If you scored 100+ marks ( ranked under AIR 125 ) then you are eligible for Marketing Management or Financial Administration Stream.
If you scored between 90-100 ( ranked around 125-200 ) then you are eligible for Marketing Management.
If your score is above 70-90, then the option is open for other branches like Human Resources, E- Commerce, etc.
The above details for CET is for general category.
IMS - DAVV considers the score of ATMA too, if you really want an admission in this college then you should appear in ATMA too, for better score. The exams are to be conducted on 19 May, 2019.
The Admission process is described below;
1. Online registration for counseling at DTE site.
2. Preference/ choice filling column is to to filled and submit preferred college , and remember to place IMS on top and fill the rest as per your preference.
3. Seat allotment is based on your preference, ranking and category.
4. Present verified documents and due fees ( if any ) and then appear for 2nd phase counseling if called for.
Overall it's a good College with good placement records and the students went there said that they had a fruitful experience.

You can get admission in MBA(Full Time)/MBA(core) through CMAT.You should have aleast 80 percentile in CMAT.
DAVV CET- Well it’s much simple than most of the A grade exams. 75 questions of 225 marks. If you score 135+, you have good chances of getting IMS.
