My comedk rank is 46685 can i expect IT in acharya institute .Is there any chance that cutoff can go down this year.

As per your rank in ComedK 2019 exam, you cannot get IT branch in Acharya Institute through open state category quota. But if you are a Karnataka resident, then you'll be able to secure a seat in IT branch in the above mentioned college by the last round fro sure.
