I think 46685 is not that much bad rank to not get CSE in any of the college. I think that colleges like Gitam University, new horizon  Presidency may give you seat in CSE branch. But my suggestion is not to wait for counselling process but directly contact the admissions office to know about your seat. (I'm not advertiser to any of these universities) . Please do comment for more doubts.
