if your cousin belong to a general category and if he is applying under 85% state quota seats then his chances of getting a seat in government medical college is difficult but you can try for private and deemed medical colleges.fees structure of every private medical college is different but on average it will be around 14-20 lakh per annum.i hope this information helps you.
