Yes , You are eligible and can appear for UPSC CSE 2023 Preliminary examination as the age limit for general category students for this exam is 21 years to 32 years before 1 August of the years of examinations and you fulfill this criteria as you will be 21 on 12 may 2023.You will get a total of 6 attempts if you are general student.

Here are the details regarding the age eligibility criteria for the UPSC examination-
1. The lower age limit criteria for the candidate is that he must have attained the age of 21 years and must not have attained the age of 32 years (for the General category candidate) on 1 August of the year of examination.
2. Additionaly, the Prescribed age limits vary with respect to caste reservations. For Other Backward Castes (OBC) the upper age limit is 35 years.
