I assume you are asking about cds 2 exams officer training academy admission conducts by upsc, see the age limit is candidates must not born earlier than 2nd Jul 1996, and not later than 1st Jul 2002. since your dob is before 2nd july ,1996 you are not eligible to apply.
see CDS IS NOT THE only exam, there is many more ways to build a career, so try to apply for other exams or study course.
