A category seats are Government quota seats in private medical colleges but in all India counselling private medical colleges  do not participate, they offer admission through state counselling only, in all India counselling you have government medical colleges and deemed  Universities

It is difficult to make prediction as cut off keeps changing every year  depending upon various factors like

So, if you want to get a seat in Government Medical College for MBBS in 15% all India counselling then your chances are very low  , but in case if you want to get admission in deemed universities then you have good chances and then you should participate in all india counselling conducted for deemed universities
