That part is if you notice is for local area AU/SUV/OU. The seats are allotted area wise. So if a student has studied for 4 continuous years inclusive of 10+2, they will be given preference. There they also say the four years should end with the qualifying exam which is the class 11 and 12 or Intermediate which your daughter has not fulfilled under SUV. Please check the guidelines carefully.
So I mentioned the other clauses by which she could be eligible. In such a case if she is eligible on account of your status, I did specify that local area wise she will come under SUV. However to be a local of Andhra the rules ask for 7 years of consecutive study in the state. This is the norm in most states. So again I think that she is one year short of this. Please see the Proforma I & II in the brochure. These have to be submitted during counselling. Let her write the exam. See the nativity will be considered for both Telangana and AP. If the other state you have mentioned is Telangana then I see no issue. If it is not, then you may have to see if you or your spouse fulfil any of the other clauses to support her eligibility.
Actually, the local status requires a minimum of seven years inclusive of the 10+2. Here I am finding that she falls short of 1 year. However if you or your wife belong to Andhra or have resided for a period of 10 years in the state, it will be considered for her. This means she is eligible.
Now comes the issue of local for the university. In this case the year of study which is maximum under one university will be considered for local status.
You may have to get the certificate done for the local status. See the rules in the Annexure III in this brochure
