Yes indeed it is possible for her to apply for admission in other medical colleges across the country. To apply for any medical college she needs to appear for NEET UG or the National Eligibility cum Entrance Examination. The marks obtained in the examination will play a very important role in determining the rank. The ranks are given in two formats. One is the All India Rank and the other is the Regional or State Rank. The candidate may choose from either of the two in order to apply for admission in any of the medical colleges across the country.
The candidate may apply for colleges in his/her own state with the State Rank while the same candidate may apply for colleges in other states with the All India Rank.
The rank obtained will determine which colleges she can apply to. Hence it is advisory to score sufficiently high marks in the examination.

Admisision to private cilleges through management quota is irrespective of the domicile of the candidates and it depends upon the merit in the neet entrance examination. But state quota admission is through domocile and state merit.
The Directorate General of Health Services (DGHS), on behalf of the Medical Counselling Committee (MCC), will conduct the NEET 2018 counselling for admissions to 15% All India Quota (AIQ) seats in Government medical and dental colleges across all states (except J&K), 100% seats in Deemed and Central universities, seats reserved for Wards of Insured Persons (IP quota) in Employees State Insurance Corporation (ESIC) medical colleges and seats at the Armed Forces Medical College (AFMC), Pune. NEET counselling 2018 for the remaining 85% state quota seats (100% in case of J&K) in Government medical and dental colleges and seats in other private and self-financing institutions in all states will be conducted by the respective state counselling authorities. Only those candidates who qualify NEET 2018 by scoring the minimum qualifying percentile will be called for counselling of NEET. Candidates will need to score a minimum of 50thpercentile (40thpercentile for SC/ST/OBC and 45thpercentile for General - PH) in order to qualify NEET and become eligible for NEET 2018 counselling and admission.
However, to secure a seat in other states, she needs to aim for a real good score. We are looking at 550+ score as the competition gets tougher every year. Seats in other states will be allotted to her on the basis of her All India Rank while in Maharashtra she will be elligible for the 85% State Quota, if she has domicile.

She can get admission in private medical college of other states if qualify in NEET UG examination with qualifying criteria ( 50 percentile for unreserved category & 40 percentile for reserved categories) and secure a good rank.
For govt. College, she is only eligible for the state to which she is domiciled.
