This is because,
To be eligible for nda 2, 2021 examination , you should have born between January 2, 2003, to January 1, 2006 but you fail to fulfill this criteria with your date of birth on 1/1/2003 i. e 1st January 2003

NDA eligibility criteria says that:-
* For army , candidates with educational qualification of 10 + 2 in any stream are eligible. To be eligible for NDA examination for Navy and Air force, only candidates having educational qualification of 10 + 2 with Physics and Maths are eligible.
*one must be in the age group of 16.5 to 19.5 years old to be eligible.

No, you are not eligible for NDA 2 in 2021. For NDA 2, candidates must have born not earlier than 2nd January, 2003, and not later than January 1, 2006.
As per NDA 2, you are not eligible to write NDA 2 as you were born before 2nd January, 2003.
For NDA 1, candidates should be born not earlier than 2nd July, 2002 and not later than July 1, 2005.
The candidates whose age is between 16.5 to 19.5 are only eligible for National Defence Academy exam. Only male candidates who are unmarried are eligible for this exam.
