As per the current eligibility criteria of CSE for IAS released by UPSC, the candidate should be in the age range of 21-32 years in August 2021 for CSE 2021 and if we talk about CSE 2024 then it would become August 2024. Now according to the date of birth mentioned by you, your age will be more than 21 years so you will be definitely eligible for CSE 2024 if you fulfil other criterion as well which are mentioned below :-
** The candidate should have a bachelor's degree from any recognized university in any field of discipline.
** Final year students whose results are awaited can also appear for CSE because there is no any minimum percentage criteria.
** General/UR candidate has maximum of 6 attempts to clear UPSC CSE.
