My domicile certificate is made from chhattisgarh and my obc have a permanent address of bihar. Can i use it in chattisgarh medical counselling of neet ug?

No, you can't if you are applying for Chhattisgarh then the OBC certificate should also be from Chhattisgarh. You can't use one state document for another state.
