My father have been living in Meghalaya since 2004 I have done my schooling from other state .Am I eligible for state quota in Assam?

As per the eligibility criteria, it says that the candidate or the candidate's parent must be a permanent resident of the state for not less than 20 years. In your case, your father is staying there from 2004, so it's just 15 years till now. So you cannot compete for the 85% state quota seats.
You can compete for the 15% All India Quota seats.
