as your father is a civillian in cvd delhi cantt. and having cantteen card butby that card you did't  get any facility of defence quota on the behalf of that card

Yes you can avail all the facilities provided on that card. As you have mentioned in question that your father is having canteen card.  The only thing you need to take care of is to make sure the card owner should be present with you at the time of getting in along with his or her id proof.

Defence canteens also allows civilians to enter on a card issued to authorized person but the only thing is that you have to take that person with you.
