you domicile for 85% state quota does not depend on varrier father is staying away your native place else you will be eligible for the state code of a particular state if you have given me the your class 10 and 12 board exams both from that state or have a minimum domicile of 8 years of residency in that particular state to avail its 85% state quota availability if you qualify with a good rank in NEET UG examination 2019
If you have been staying in arunachal Pradesh for this long then perhaps you also have the domicile of arunachal Pradesh and you will be able to avail its 85% state quota but if you do not have the residency of Bihar for a minimum of 8 years or you have not passed your boards from there you are not available for the 85% state quota of Bihar even if it is your native place of origin
