My father was member in esic during 90s but had continuous membership for 3 years am I eligible for esic ip quota

ESIC is a govt. organisation and basically it recruits new people through competition exam. As per your question, it depends entirely on ESIC recruiting guidelines for the ward of their employees. You have to check out whether any other fellow, ward of another colleague of your father have joined through this quota or not.
You better prepare for competition exam.
