My friend failed in jee mains this jannuary (2020) and also failed in the boards . He jhas decided to prepare again so he will be giving boards again in 2021 and then wants to give jee (mains and advanced) in 2022 . Will he be eligible

Yes. It is obvious that he can definitely e give JEE mains and advance in 2022. Because the only eligibility criteria is that you should have pass your 10 plus two level examination in this year otherwise in previous two years. And there is also no age bars.
As per the rule, JEE main candidate can give their examination for 3 consecutive atempt.

One can give JEE Mains examination for 3 consecutive years starting from the year in which he or she appears for 12th board examination .
So even though , your friend has failed in his board examination in 2020 and not eligible for Jee mains 2020 , after passing his 12th examination , he will be eligible for remaining 2 years i.e for jee mains 2021 and 2022 and jee advanced 2021 and 2022 after qualifying jee mains
In short, yes your friend is eligible for JEE mains and Advanced 2021 and 2022
