my friend got 137 marks and 858 rank in assam cee 2019 ..is he elligible for admission in aec??

Whether you are eligible for counseling or not will depend on cut off list to be released by Assam CEE. cut-off marks for AEC in 2016/17/18 was generally ranging between 112 to 125. So yeah your friend have a good chance that he will get admission AEC. But it all depends on counseling.
