Yes,he is surely eligible if he satisfies the other criteria of eligibiity too. But at this rank,I am soory but your friend will not be able to get a really good college and branch. He would have to compromise.I would still attach a link for you below do that you can get to know where you have high,low or medium chances i.e in which colleges and branch.
