My friend got a rank of 13048 in neet ug 2018, what are chances of him getting admission in haryana through state quota?

There are less to negligible chances for getting a government seat in a government medical college because the last cutoff rank is around 9600 even in 85% state quota.
However, private medical colleges will be easily achievable with such rank.
