As far as good colleges of UPTu are concerned,  they have a high cutoff and since your friend's rank is not that much good,  he may not get a government college,  but definitely can get a good private college. He may try for the following colleges...

1) JSS noida

2) ABES college,  Ghaziabad

3) AKG engineering college,  Ghaziabad

4) MIET college,  Meerut

5)  Rajkiya Engineering colleges

Hi aspirant, in my opinion, with this rank, he will be able to get some good colleges like BIET JHANSI, KNIT SULTANPUR, GALGOTIA, JSS NOIDA, AKG etc although in some of them cse will be difficult. But if he wants it, he should apply for it. He might get it.
