My friend got compartment in maths only can he join college councelling

Hello aspirant,
Hope you are doing well. As maths is compulsory subject to pass one cannot take part in councillings without clearing the maths subject so first he should have a pass certificate of maths also . Also you should try for private college only as you will not be able to get admission into any government college with compartment in maths.
