My friend has diploma in tools and instruments. but his marks is in CGPA and he want to take admission in engineering clg. Will he be able to get direct second year admission?

Yes, your friend can definitely get admission in 2nd year of BTech. Colleges offer lateral entry to Diploma students. Also, it won't matter if marks are in CGPA. In lateral entry application, they ask you for percentage OR CGPA. So, you don't have to worry about that.
Also, your friend won't be able to get admission in NITs since they don't have lateral entry. IITs give admission to Diploma students, but from 1st year, not from 2nd year. So, to get admission in IIT, your friend will have to give JEE examination.
