Hi,
The reservation system only affects the closing rank for the categories.
For candidates with reservation the cutoffs are lower than that of UR.
Since you haven't mentioned any detail about his category or the state he belongs it will be difficult to answer precisely.
With his rank he might be able to get a good college, but government might be difficult
Now about the effect of reservation on fee structure, then the fee structures remains the same for all categories.
However for deemed the fees will be between 12-25lakhs/annum depending upon the college.
