215 marks is too low a score to get any government MBBS college in any category. The cutoffs range around 470-480.This year there is a chance of increase in the cutoff marks for MBBS. For BDS too your friend has almost no chance. But as you belong to SC category then there are chances of your's getting admission in any private college. you will definitely get a seat in the private college.
