According to official eligibility criteria of GGSIPU, candidates need to have scored a minimum of 55% aggregate in PCM. Based on the data you provided, your friend's PCM aggregate is 49%. So, you friend doesn't satisfy the required eligibility criteria.
So, despite having a rank in JEE Main your friend won't be able to get a seat in GGSIPU.
