As the percentile mentioned by you your friends rank will be around 6,00,000 and it is not enough for to fetch any Good colleges on General rank but if you comes under any reserved category then there is a chance because as you know cut off depends upon the number of seats available, the difficulty level of paper and number of candidates writing the examination.
