Hello,
It's good that your friend has scored 95% in jee mains paper 2.Taken part in the JOSAA counselling.
And i wonder he/she didn't locked his/her choices,but i think sometimes this situation occurs with many of the students so if the choices are not locked before the final date so the choices are automatically locked with that particular order.
It's weird that why he/she didn't get any college.There might be a problem with your friend's rank or the order in which the choices were arranged was wrong.
And 49% in PCM is also very very less.
So it will difficult at the time of admission ,because there are plenty of colleges which require at least 60 or 70% marks in your science stream i.e PCM.
So it will be good but now if you have a chance in the private colleges/universities then these colleges are totally not cheap.
They charge heavy admission fee.
It will be better if he can take a drop or he can search for some different colleges may be private or govt. or can take admission through donation.
These are the only ways possible.

According to your query let me tell you that since your friend has not completed a important step of the counselling procedure which was to lock the choices he definitely won't be alloted seats in the rounds to come. What he can do is to wait for the spot round of JOSAA i.e. CSAB. Are you sure his percentage in PCM seperately is less than 50%? Because in that case he is not elligible for B.Arch.
