Hey Toshita, In states like West Hengal, Assam the cut off usually goes low as compared to states like Rajasthan, Maharashtra. Also as you've mentioned your friend belongs to St category there are chances that she / he might get a government college in may be 2nd or 3rd round.. Hope this helps.. Good luck..
