My gate 2017 score is 413 and 2018 score is 410. Can i use previous year's score for mtech? which score would be better(CIVIL SC category)??

Yes,you can use that but that varies every year! So, you can't get the exact prediction about in which college you can get your admisssion.
I will recommend you to use Careers360 GATE college predictor tool which will tell you the list of all the colleges in which you can get admission with your GATE score.
Apart from that you can also know whether you have chances of getting any PSUs or not!
