Coming back to your question PSU selection solely depends on the number of vacancies which is less this year as compared to last year. So your chances are low, but if high rank people don't join PSU or opt for PG you will have a chance. So apply for the jobs in your domain.
Also your rank Is good for pursuing M.Tech from a top grade college.
