These are the following Colleges you can give it a try with 245 for EE branch

1.NIT, Sikkim(Last Year Cutoff was around 268-246)

2.IIT, BHU(You can give it a try)

3.IIT, Roorkee

I found only 3 colleges which are closer to your Score and It was to difficult to shortlist them since you've a low score,  Hope it helps.

Your gate score is too low for IITs or NITs even from ST category.You need at least 300 score under ST category to secure seats in NITs.For sureity wait till NITs announce their cuttoff score.To know which colleges you may get visit below mention link:
