my gate score is 407 in obc in ece ,can I get into iit tirupati for signals or artificial intelligence at iit jodhpur ??

As you have mentioned that your jee score is 407 and you fall under obc category. But you haven't mentioned your rank. Nevertheless, i am mentioning the closing ranks for IIT tirupathi, if you rank fall under this rank then you may the get the college :
Closing rank for IIT tirupathi :
- For EE: 2422
- Fir CSE: 1774
Closing rank for IIT jodhpur :
- For CSE :1226
- For EE: 2567
These Closing ranks are for the last year(2018).
Having said that the cutoff changes every year depending upon various factors like number of seats available, number of candidates appearing for the examination, difficulty level of the question paper. So, again this year the cutoff gas increased by near about 10-25 marks.
