My gate score is 450 in 2017 gate ec paper...any chance for mtech vlsi in any iit for obc category?

As per your score and previous year cutoff, the colleges you get in first round are:-
IIT ISM Dhanbad Optoelectronics and Optical Communication Engineering
IIT Patna Nano Science & Technology
