Graduate Aptitutde Test in Engineering(GATE) is a national level exam that is conducted every year by IITs for recruitment to various PSUs and admissions to post graduate courses offered by IITs, NITs, IIITs and other government and private colleges that take admission through GATE.

As for your question, it would be difficult for you to get any PSU opportunity or admission in the top ranked IITs. But, you amy be able to get admission in lower ranked IITs or NITs.

Accoridng to your scores, you have chances of admission in M.Tech Biomedical Engineering, M.Tech Technology and Development in IIT Bombay.
