As per Gate previous year cutoffs,the cutoff gate score for IIT Guwahati VLSI is 728 where as the cutoff for NIT Surathkal VLSI is 793 (both for general category).So it is difficult to get admission into any oh them.I am putting you the link for reference: https://engineering.careers360.com/articles/gate-cutoff
