If we consider the previous year cutoffs and your general rank  , then the cutoffs of all the government colleges accepting OJEE closes at around 4k for B.tech lateral entry  in CSE . And since your rank is much more than that , you have very less chances of getting a seat in government college. Also , Considering your branch rank , you  can get a seat in private  colleges only.

But do not lose hope as the cutoffs fluctuate every year , so you may get a chance.
