On such EWS rank you have almost no chances to get any of the IIITs through JOSAA counselling because closing EWS rank in final round of JOSAA counselling were around 7-8k for IIITs. For your reference the closing ranks of last year were like :-

Indian Institute of Information Technology(IIIT) Una, Himachal Pradesh - Electronics and Communication Engineering (7114)

Indian Institute of Information Technology, Design & Manufacturing, Kancheepuram - Smart Manufacturing (8090)

Institute of Infrastructure, Technology, Research and Management-Ahmedabad - Electrical Engineering (8001)
