It all depends on the choices which you fill during the counselling hour. UPTU counselling is one of the most complex things to do as it has a very wide variety of choices for institutes and then branches within them.
Remember, your future college depends on the way you perform your counselling. Yes perform! because counselling is not an easy job specially when you have a choice among 300+ institutes and then a number of branches within them where your preference depends on innumerable variables like location, fee, college reputation, branch, convenience, family preferences etc. So, please be prepared for it before and do a handsome amount of research about all the colleges which you want to fill during the counselling.
I can advice you (my personal view) to try going in a government university as it would cost you less plus has a little more reputation then any normal government college in Uttar Pradesh. There are universities which end up late in counselling and you may get chance with 16,000 rank like:

1. Dr. R.M.L. Avadh University
2. V.B.S. Purvanchal University
3. M.J.P. Rohilkhand University
4. Sir Chhotu Ram Institute of Engineering & Technology, Ch. Charan Singh University Campus
5. U.I.E.T, C.S.J.M. University
6. Bundelkhand University
7. B.R.Ambedkar University

If you find all these university already filled then you will have to switch over other private institutes, so do search there data before you enter counselling hall.

Also, try second and third rounds of counselling as many a times a lot of seats in better institutes are lapsed which on later stages are occupied by candidates with higher ranks but this all depends on chance!! But, trying is no harm again.
