My gmr in wbjee 2018 is 35803 and my sc ranking is 2200... Can I get government engineering colleges?

Based on your SC rank you can apply for some of the good government colleges under WBJEE. So I would recommend you to apply using your SC rank instead of GMR rank. So some of the government colleges where you can apply with higher chances of getting admission.
