My gmr in wbjee is 15039 and tfw rank is 2700.....can i get cse or it in heritage or techno main?

On such rank even after having TFW category reservation you have almost no chances for any of the aforesaid universities with said branches as the cut-off rank closes around 4000-6000 for TFW candidates.
However on the basis of previous year's cut-off you have good chances in following colleges with CSE branch :-
Cooch Behar Government Engineering College, Cooch Behar
Abacus Institute of Engineering & Management, Mogra, Hooghly
Asansol Engineering College, Asansol, Burdwan
