my GMR is 8276 OBC-B Rank is 428 and TFW Rank is 1368. can i get CSE or IT in IEM Kolkata as per TFW quota?

First of all congratulations for your result. The cutoffs change every year as it depends on various factors. And Institute of Engineering and Management is one of the best private Engineering colleges of West Bengal so thw cutoffs are quite high for this college. Now CSE and IT both are the most demanded branches and that's why these seats are filled first. For admission to CSE or IT in IEM, the GMR for TFW candidates lie around 1540 and 3750 respectively. But your GMR is around 8200 and TFW rank is also high compared to seats reserved for TFWs. With your rank it might be difficult to get IEM but you can look for other top colleges such as Techno India Salt Lake, Heritage Institute of Technology etc. Now this is based on last few years' cutoff and this year it might get changed.
