For the SSC CGL form, your passing year should be the year when you completed all requirements for your graduation, including clearing any backlogs. Since you cleared your backlog in 2023 and your final marksheet date is June 24, 2024, you should mention 2024 as your passing year .
This is because your degree is considered complete only when all subjects, including backlogs, are cleared and you have been awarded the final marksheet.

It is clearly mentioned in ssc cgl guidelines that Your result must be declared before 1st August as per the rule…then only you will be considered as appearing graduate.you get your degree on 24th june which is before the mentioned date so you are eligible and you can fill the form according to your marksheet because it is the only proof document you need to show in document verification.
